Kim Cholette is the Vice President of Operations at DPRA Canada. She has a Master of Business Administration from the University of Cape Breton and a Master of Laws from Osgoode Hall Law School (concentration in administrative & constitutional law). Kim is also a designated Credentialed Evaluator through the Canadian Evaluation Society, and is a Certified Workplace Investigator.


Kim is active in the Policy/Legislative Development and Review service area. She has been involved in northern consulting projects focused on territorial legislation; policies and procedures; organizational review of public sector departments and agencies; and human resource supply needs. She has also led the development of regulatory and program evaluation frameworks, performance management systems and options for structuring social housing under Indigenous self-government.


Kim has unique expertise gained from her training combined with extensive experience in strategic planning, policy and program development, and legislative research and analysis. She has led Indigenous engagement and public consultation projects. Kim has twenty years of public sector experience in British Columbia and Yukon, as well as senior leadership work for self-governing First Nations. She has managed annual budgets of $30 million and been responsible for the implementation of large-scale province- and territory-wide initiatives.
