Mr. Joe Pittari, a Principal at DPRA, manages the firm’s change management, organizational redesign, survey research, and strategic planning service sectors. Mr. Pittari holds a Masters Degree from the University of Victoria and has been with the firm since 1991. In this time he has assisted public, private and non-government clients with organizational design, facilitation, survey research, stakeholder consultation, information management, issues analysis, and report preparation.
As an expert in business transformation and strategic alignment, Joe has functioned as project lead for a range of clients. He has provided his clients with ‘roadmaps’ to improving administrative and business-as-usual processes to align with industry ‘best practice’ standards; development of tools and provision of guidance on improving the quality, efficiency, and effectiveness of service delivery; enhancing coordination among key partners and departments to reduce duplication and inefficiencies, improve cost-effectiveness, and ensure service levels are appropriate to meet the needs of the public and other key stakeholders.
Recently, Mr. Pittari managed a review of operational processes of the City of Ottawa’s Payroll and Compensation and Benefits (including Pensions) Divisions. This review assessed the city with improvement of the future client service delivery model. Joe was responsible for conducting interviews, facilitating sessions with key stakeholders, and coordinating data analysis in order to map current employee processes, assess them against best business practices and determine which ones are inefficient. This helped him to design new, more efficient, effective and customer focused end state processes. Recommendations for potential realignment of resources and/or additional training were included in the final report.
Moreover, during the last three years, Mr. Pittari has functioned as project manager for the four cyclical program reviews guided by the Program Review Framework for the City of Toronto – Affordable Housing Office Program Review, Toronto Public Health Healthy Families Service Area structure review, City of Toronto’s Emergency Medical Service and Fire Services Divisions internal administrative support and management functions program/organizational review, and City of Toronto Integrated Inspection, Enforcement and Prosecutions program review. Mr. Pittari led the divisions to develop a “roadmap” for improvements within the administration by building on current industry best practices and the introduction of a new efficiency service delivery model, identification of opportunities for better coordination of information and use of common data sources across administrative functions; and developing recommendations which will increase efficiency and cost-effectiveness while still ensuring that public safety and service levels are maintained. Each project included over 50 face to face interviews each, extensive staff engagement and input from other stakeholders. The work with Toronto EMS and Fire included the detailed developed of business processes for administrative support functions including Administration/Payroll, HR, Communications, Finance, Budgeting, facilities management, purchasing, and supply management.
